The upcoming 17th BRICS Summit is scheduled to take place in Rio de Janeiro, Brazil, in July 2025. This marks a significant event as Brazil assumes the rotating presidency of the BRICS bloc, which now comprises Brazil, Russia, India, China, South Africa, and recent additions: Indonesia, Egypt, Ethiopia, Iran, and the United Arab Emirates. Saudi Arabia has also been invited to join, reflecting the bloc’s ongoing expansion efforts.
Under the theme “Strengthening Global South Cooperation for More Inclusive and Sustainable Governance,” Brazil has outlined a comprehensive agenda focusing on six key priorities:
Global Health Cooperation: Initiatives aimed at ensuring equitable access to medicines and vaccines, including the launch of the BRICS Partnership for the Elimination of Socially Determined Diseases and Neglected Tropical Diseases.
Trade, Investment, and Finance: Discussions on financial market reforms, the use of local currencies, and the development of alternative payment platforms to enhance trade and investment flows.
Climate Change: Adoption of a BRICS Climate Leadership Agenda, featuring a Leaders’ Framework Declaration on Climate Finance to guide structural changes in the financial sector.
Artificial Intelligence Governance: Promotion of inclusive and responsible international governance of AI technologies to harness their potential for social, economic, and environmental development.
Multilateral Peace and Security Architecture: Efforts to reform global peace and security systems to effectively address conflicts, prevent humanitarian crises, and foster diplomatic solutions.
Institutional Development: Enhancing the structure and cohesion of BRICS to ensure effective governance and decision-making.
In preparation for the summit, Brazil is coordinating over 100 ministerial and technical meetings in Brasília from February through July 2025. These gatherings aim to solidify collaborative efforts and set the stage for the leaders’ summit in Rio de Janeiro.
The summit occurs amidst heightened geopolitical tensions, notably with the United States. President Donald Trump has threatened to impose 100% tariffs on BRICS nations if they pursue alternatives to the U.S. dollar in international trade. This underscores the bloc’s ongoing discussions about establishing an alternative payment system independent of the dollar.
As the BRICS bloc continues to expand and assert its influence on the global stage, the 2025 summit in Rio de Janeiro is poised to address critical issues affecting the Global South and redefine the contours of international cooperation.
